Reading Voluntary Action in partnership with Locality is looking to recruit four Community Organiser Trainees to work in Reading. This is a one year experiential learning programme to develop skills and experience in Community Organising.

Successful candidates will need to attend a 4 day residential training programme from 8-11 April 2013 at the start of the training year. 

Pay will be £8.80 per hour for a 30-35 hour week. This will be a fixed term 51 week contract, with accredited training opportunities. Successful candidates will be directly employed by Locality and on placement with RVA as the host organisation.

FREE Training: How to be a Better Trustee Workshop in Wokingham

Role:               Community Project Coordinator

We have an exciting opportunity for a Community Project Coordinator that combines both operational and strategic skills and we are looking for a candidate with previous experience in community development together with knowledge of working in partnership with a range of statutory and voluntary organisations.

The purpose of this role is to support the development of community capacity and community engagement in Bracknell Forest Borough by preparing and empowering local communities, groups and individuals, through the delivery of advice, training and grassroots capacity building, to deliver community services themselves.

The overall aim that sits behind this role is to support the creation of a local environment where it is easy for communities to do things for themselves about issues that matter to them.

BOOK NOW: Building Stronger Communities Conference


Workshops and the programme for the 2014 Building Stronger Communities Conference on Saturday 5th April (10am - 3pm) at Newbury College have just been announced.

The conference is FREE and is open to the public, Parish Planning Groups, the voluntary sector, Parish Councils, all those involved in the West Berkshire Partnership and anyone interested in learning more about Community Planning.

There will be displays and information stands from a large number of organisations from the voluntary sector, public sector and key local providers. Delegates will have plenty of time to visit the stands and gain ideas and useful information before the workshops start and also at lunchtime.

The workshops are varied and delegates will be able to gain information and expertise in the following topics: Emergency Planning and ensuring community resilience; Community Rights including the right to bid and the right to challenge and successful project delivery.

Learn about the differences between Neighbourhood Development Plans and Parish Plans; fundraising for your projects; Trading Standards advice about how communities can avoid rogue traders and how to update and refresh your Parish Plan.

Other workshops will cover the use of social media for communities; providing support for the elderly through befriending schemes and a session to enable members of Parish Planning Groups to swap ideas and share successes.

New funding for local authorities to deliver services


A new fund has been launched to help local authorities transform their services through the use of new delivery models such as mutuals and voluntary
organisations.Delivering Differently is a joint programme between the Cabinet Office, the Department for Communities and Local Government, the Local
Government Association (LGA) and the Society for Local Authority Chief Executives (SOLACE) that will use a £1 million fund to support 10 pioneering local authorities to
develop and implement new models for delivering some of their services.

Planning Camps during 2014




Do you need help with your neighbourhood plan? Planning Camps look at how communities can take a leadership role in planning, how to engage people in your local area and what localism legislation means for you.

They are funded by the Department for Communities and Local Government and delivered by the Eden Project in partnership with Locality and Planning Aid England.


There is a Planning Camp taking place in Oxford from 3- 5 April 2014.

Me2 Club is a Wokingham based charity enabling children and young people, aged 5 to 19 years, with additional needs to participate in mainstream activities, playing and socialising alongside other children.

Me2 Club are looking for a flexible and organised individual with in depth understanding of children with additional needs and excellent training, facilitation and management skills.  Experience of working with volunteers, promoting inclusion, and supporting children on residential trips would be beneficial.

The role will include day to day people and projects management, delivering a varied programme of disability inclusion training to volunteer and activity leaders, supporting volunteers who enable children to attend mainstream activities, and providing leadership on residential trips.

UK Community Foundations raises more than £1m to support older people this winter

The membership body for community foundations asked people to donate winter fuel payments to help older people who are experiencing fuel poverty

The umbrella body UK Community Foundations has raised more than £1m to help support older people during the winter months.

Its Surviving Winter campaign asks people to donate their winter fuel payments or anything else they can afford to help older people who might be experiencing fuel poverty or increased isolation during the winter.

UK Community Foundations, the membership body for the 48 community foundations that work to raise and distribute money to local causes, said government figures showed that almost 31,100 people aged over 65 died in England and Wales during winter last year. It said problems were being exacerbated by fuel price rises, leaving many elderly people living in fuel poverty.

Stephen Hammersley, chief executive of UK Community Foundations, said: "This support will mean that those who are often forgotten will receive the attention that could mean the difference between life and death in 2014."

Last year’s campaign raised £1.2m and UK Community Foundations said it still hoped to beat this total.

New Year, New Faces for the CCB Oil Club




In Spring 2012 CCB launched an Oil Buying Club for residents in Berkshire that heat their homes, community buildings or business with heating oil. The CCB Oil Club takes on the organisation of bulk buying fuel oil and negotiates a great price, reducing the cost for members and the time spent on sourcing oil.

Since the club was launched we have helped 250 members reduce their heating costs. In total we have helped them save over £28,000 against the cost of average oil buying*. This means that since launching the club we have saved our members on average £112 per household.

*Calculated by conducting a secret shopper survey with suppliers on buying 500 and 1000 litres on the day we complete our negotiations.

In January 2014 CCB says a temporary farewell to Gemma Pearce, who has acted as the oil club co-ordinator, as she will be taking maternity leave to have her second child. We have also decided that from January 2014 we will pass the administration of the oil club to Oil Fuel Poverty Solutions (OFPS). OFPS are a social enterprise organisation formed by Community Buying unLtd, who conduct the negotiation on behalf of our members. Marion Lathar from OFPS explains: “OIL Fuel Poverty Solutions, OFPS, was created to work with Rural Community Councils like CCB and Other Charities to manage, support and create OIL buying groups.  Our raison d'etre is to reduce the fuel poverty suffered by off-gas communities.

The oil ordering process will remain the same with monthly ordering deadlines and members placing orders through our online order forms, or over the phone if they do not have access to the internet/e-mail. New joint stewardship of nine West Berkshire nature sites will bring benefits to all who use them


From Monday 6 January, the Berks, Bucks & Oxon Wildlife Trust (BBOWT) will be managing nine nature reserves and commons, and the Nature Discovery Centre in Thatcham, which were previously managed by West Berkshire Council.

The arrangement will result in the pooling of significant expertise and resources, and bring benefits both to the sites and for the many visitors who use them.  The team at the Nature Discovery Centre and several West Berkshire Council countryside services staff transfer to BBOWT on 6 January.

The aim is that conservation will be enhanced through the Wildlife Trust, while the access and activities for families, schools and the public, built up successfully over the past years by West Berkshire Council, will continue to flourish.

Under the agreement signed on 21 October 2013 BBOWT will ensure these sites are protected and enhanced sustainably into the future. BBOWT will have day to day management of Snelsmore Common Country Park, Bucklebury Common, Hosehill Lake, Wokefield Common, Padworth Common, Paices Wood Country Park, Thatcham Reedbeds and the Nature Discovery Centre, Greenham and Crookham Commons, and Audrey’s Meadow.

Three of the sites: Bucklebury Common, Paices Wood and Wokefield Common are privately owned, while the freehold for the other six sites will be retained by West Berkshire Council.

BBOWT and West Berkshire Council are committed to increasing public access to all the reserves and commons, and making visits to them even more enjoyable. BBOWT’s chief executive, Estelle Bailey, said: “This is a pivotal moment for securing the future of these amazing places for wildlife and for people. BBOWT is delighted to be working with West Berkshire Council as natural partners in this exciting initiative.”

West Berkshire Executive Councillor for the Environment, Hilary Cole, said: “This is an extremely positive move for all who treasure these sites as assets for recreation, and important places for wildlife conservation. In particular, I am looking forward to the events at the Nature Discovery Centre attracting even more people in the future and the already successful activities held there go from strength to strength.”

Most importantly, the thousands of visitors who already value the sites as places for quiet recreation and close contact with nature can continue to use them as before, with the added value of the Wildlife Trust’s expertise, resources, and volunteer base.  

The Nature Discovery Centre will continue to run a full schedule of family fun events and activities. From April BBOWT will offer high quality environmental education programmes for local schools at the Nature Discovery Centre.

New Ofgem reforms mean simpler and clearer energy market for consumers

Ofgem have announced new rules for energy suppliers that will help us assess our energy options more easily.

Simpler Choices - from January 2103

From January 2014 the number of tariffs each supplier can offer is limited to four tariffs for gas and four for electricity.
Also, suppliers are now allowed to have only one structure for tariffs - a standing charge (which can be zero), with a unit rate.
Cash discounts will be offered for dual fuel or managing your account online.

Clearer Information - by the end of March 2014

Your supplier will have to tell you regularly in writing which of their tariffs is cheapest for you.
You will have clearer bills, providing key information about your tariff and how much energy you use on each bill.
Ofgem will introduce new tools to help us to compare tariffs - these will be included on bills and other communications.

Community Planning News: Volunteers Help with Conservation Projects in Hermitage

On 1st May 2013 the management of the Furze Hill area in Hermiatge transferred from West Berkshire Council to the Parish Council and the conservation work undertaken by volunteers has since really taken off!

The Furze Hill site adjoins the M4 and is approximately 9 hectares of 22 acres and includes the recreation ground, site of the new village hall, woodland, flooded clay pits and butterfly meadow and the old railway cutting.

Working parties have already been busy at Furze Hill maily in the butterfly meadow with removal of builder's rubbish, hay raking, scrub and bramble removal, removal of invasive tree species, fencing repairs, establishing reptile hibernacula and delineating footpaths. These parties have been organised by the Parish Council and also the Pang Valley Conservation Volunteers who turn out 20 volunteers on a regular basis. 

Furze Hill is regarded as an important wildlife site with over 90 species of flora and over 80 species of fauna identified and work will look to maintaining and improving habitat as well as enhancing the public amenity value.

It is intended to further establish a village conservation group in order to encourage the involvement of more residents and to widen the scope of conservation work.

Chaddleworth Sets up Free Football Coaching

Chaddleworth recreation ground opened in September 2010 and two local fathers set about organising regular football training to make the most of the space by providing free football coaching for 4-10 year olds.

The first winter was fairly bleak with just seven regulars but today the number is closer to thirty regular attendees. The Club's focus has been to provide a fun and sage environment for boys and girls to learn 'the beautiful game' whilst teaching them to respect themselves and others.

Supported by four coaches the age groups are now split; with a reception and year 1 session and under-8 and under-9's teams performing drills and playing games on the shared space. Three years on the Club is now called Chaddleworth Kites FC and is self-funded through donations and grants.

Regular friendlies are played against local villages and a few tournaments entered throughout the last year. Progress is evident; at the beginning of the year a draw in a game was seen as a good result however recently the team has gone from strength to strength beating local rivals and winning a winter tournamenet!
